Make email body links open in new tab by default

Bugs

When clicking links in email body, they should probably open in a new tab by default - otherwise it’s very frustrating to have to come back find your place again when going back to triage/redaction.

Now live. Links in item bodies open in a new tab, so following one no longer drops you out of your review.

Fixed, pending deployment. Links in item bodies now open in a new tab, so following one doesn't drop you out of your review.
